Web based data publishing problems may arise when,
  • highly focused organizations (school board or association of universities) collect or aggregate datasets relevant to their agendas,
  • large international organizations or national statistical agencies conduct surveys, and develop forecasts on many unrelated topics for delivery to many different marketplaces
  • The IT Department who is responsible for the transformation of the data does not understand the information presented within the data
